Regarding the timeline for implementation of Teacher's Transfer through the
online Portal.
The
Department of School Education and Literacy, Government of Jharkhand will
execute teachers transfer in the state with the support of the Genpact-PFEL
team. We would like to inform you that the teacher transfer is going to happen
in the following three phases in the state:
1.
Surplus Teachers transfer - Before implementing the process
of General Transfer, wherever the number of teachers is more in proportion to
the Pupil-Teacher Ratio and cadre-wise/subject-wise, they will be transferred
by the concerned Establishment Committee, as subject-wise teachers in the needy
schools. In such a situation, the surplus teachers will be selected cadre-wise
according to their tenure in the school (to be calculated cadre-wise from the
date of posting) and their priority list will be prepared as per-clause-6 of
notification no. 2093.
Also,
as communicated earlier, the last date for accepting & resolving all
grievances was 06.03.2023.

II.
Special Circumstances: Exceptions regarding teachers suffering from incurable disease/diseases
will be kept in very special circumstances and the General Rules and Provisions
of this Transfer Policy will not apply to them. A Committee constituted under
the Chairmanship of the concerned Director (Primary/Secondary) will consider such
request only in very special circumstances in the month of June-July.

तबादले का इंतजार कर रहे शिक्षकों के लिए बड़ी खबर है। विभाग ने तबादले को लेकर डेडलाइन तय कर दी है। ट्रांसफर पोर्टल के जरिये ही तबादला होना है, इसलिए शिक्षा सचिव ने स्थानांतरण से पूर्व पोर्टल पर शिक्षकों का डाटा 27 मार्च तक दुरुस्त करने को कहा है। सरप्लस शिक्षकों के स्थानांतरण के लिए ऐसे शिक्षकों का चयन 28 मार्च तक किया जाएगा। पहले सरप्लस शिक्षकों का स्थानांतरण उन स्कूलों में किया जाएगा, जहां उनकी जरूरत है।
हालांकि विभाग ने पूर्व में भी शिक्षकों के स्थानांतरण के लिए समय सीमा तय की है, लेकिन जिला पदाधिकारियों की लापरवाही के कारण निर्धारित समय पर शिक्षकों का स्थानांतरण नहीं हो पाया। शिक्षक स्थानांतरण नीति में गंभीर रूप से बीमार शिक्षकों को विशेष श्रेणी में रखा गया है, जिनके स्थानांतरण में सामान्य नियम लागू नहीं होगा। ऐसे शिक्षकों के स्थानांतरण के लिए पोर्टल का विंडो 15 मई से 25 मई तक खुला रहेगा। विभिन्न प्रक्रियाओं को पूरा करते हुए ऐसे शिक्षकों का भी स्थानांतरण 30 जून तक पूरा किया जाएगा।
ट्रांसफर को लेकर सभी जिलों के डीसी, डीईओ और डीएसई को पत्र भेज दिया गया है। सरप्लस पाए गए शिक्षक अपने स्थानांतरण के लिए 18 से 28 अप्रैल तक आवेदन दे सकेंगे तथा पांच मई तक जिला शिक्षा पदाधिकारी तथा जिला शिक्षा अधीक्षक उसका सत्यापन करेंगे। सत्यापन के बाद छह से 12 मई तक री-अप्लीकेशन लिया जाएगा।निर्देश के मुताबिक एक अप्रैल तक ऐसे शिक्षकों की सूची पोर्टल पर प्रकाशित की जाएगी, जिस पर शिक्षक छह अप्रैल तक आपत्ति दर्ज करा सकेंगे। 12 अप्रैल तक उन आपत्तियों का निपटारा होगा।
वहीं 18 मई तक शिक्षकों के स्कोर, रैंकिंग तथा स्कूल आवंटन का प्रकाशन किया जाएगा। 19 से 26 मई तक संबंधित शिक्षक इसपर आपत्तियां दर्ज करा सकेंगे। पांच जून तक इसका निपटारा होगा। ऐसे शिक्षकों के उनके आवेदन पर स्थानांतरण के लिए संबंधित निदेशक प्राथमिक या माध्यमिक शिक्षा निदेशक की अध्यक्षता में कमेटी गठित की गई है जो इनके आवेदनों पर विचार करेगी।
जिला शिक्षा पदाधिकारियों एवं जिला शिक्षा अधीक्षकों द्वारा ऐसे आवेदित शिक्षकों की सूची 25 अप्रैल तक शेयर की जाएगी, जिसपर पांच मई तक पिरामल संस्था की टीम द्वारा विश्लेषण किया जाएगा।निर्देश के मुताबिक 15 जून तक शिक्षकों के स्थानांतरण की सूची प्रकाशित की जाएगी। 30 जून तक आपत्तियों का निवारण का अंतिम रूप से स्थानांतरण किया जाएगा।
